"Do I know you?"
When someone you don't know talks to you, you say that because you know the person already knows you, so you're questioning if YOU know the person.
The person who asks probably knows you so you don't ask "Do you know me?"
You only say "Do you know who I am?" if you approach someone, not when you are being spoken to!

I think it's because:
A: Hey, how have you been lately?
B: ...I'm sorry, do I know you?
A was the one who called out to B, which makes it seem like A knows B, but B doesn't know/remember who A is. So, the question ends up being, "Do I know you?" (Like, "am I supposed to know who you are?")
But hahahah that's a funny question! Because in Korean, you actually ask, "do you know me", right?

@miyorin: Thanks for answer! Yeah it's opposite here. I wondered b/c I was like, 'Why am I asking someone the info. about myself? How are they supposed to know if I know them or not' haha, guess it's different cultural way of thinking? still interesting.
